RESUMEN

OBJECTIVE: Aim: The research is aimed to study certain aspects and experience of functioning of the Ukrainian Public Healthcare public management mechanisms during an outbreak of the acute respiratory disease COVID19. PATIENTS AND METHODS: Materials and Methods: The studied materials include personal observations and accumulated practical material, as well as generalization of the collected data and their empirical treatment, conducted by the scientists, according to the present legislation requirements. The study was held using general scientific methods, including observation, description of results, specification and statistical data generalization. CONCLUSION: Conclusions: Generalization, arrangement and analysis of the Ukrainian experience of the Public Healthcare public management during the outbreak of the acute respiratory disease COVID19, provides exchange of experience between all subjects of the process. This helps to produce certain practical decisions, aimed at effective responding of the state healthcare system onto management of the COVID19 outbreak. Such activities are also directed at detection of flaws in the whole system, with their subsequent correction, and elimination or neutralization of possible negative outcomes. To adopt the priority activity directions within public relations, which make the subject of the study, the authors have studied a complex of activities against spread of the COVID19 in 2019-2020. These activities include issues, related to prompt responding onto the infection spread and approving quick professional decisions; fulfilling epidemiological supervision and introducing anti-epidemic activities; providing diagnostics, and accessibility of the safe and high-quality vaccine.

OBJECTIVE: The aim: The research is devoted to the analysis of theoretical and empirical determinants of formation of structural components of an active life position of modern elderly people. PATIENTS AND METHODS: Materials and methods: Psychodiagnostic techniques were selected as tools for data collection. Experiment participants were people aged 65-72 years old (total number - 78 people). Data processing was done by means of the computer program SPSS 21.0. RESULTS: Results: The psychological features of the formation of elderly people's active life position were determined by the fact that more than 50% of respondents had an average level of cognitive development, more than 60% demonstrated a low level of emotional-volitional component and more than 50% were at medium level of motivational-behavioural component. Most respondents' high level of cognitive component development does not correlate with a high level of emotional-volitional component development. The leading role in the formation of elderly people's active life position is played by the motivational-behavioural component. CONCLUSION: Conclusions: Based on the theoretical and empirical research of the issue of formation of elderly people's active life position, three structural components of the phenomenon under study were identified: cognitive, emotional-volitional and motivational-behavioural. The results of the experiment suggest that most respondents had medium-low levels of active life position. The main determinant of the elderly people's reduced vitality is their low level of emotional-volitional component development. The research outcomes allowed us to track the dependence of the level of active life position on the motivational-behavioral component.

OBJECTIVE: The aim: The aim of the research is to study the medical, social and psychological aspects of providing assistance to families of military personnel who performed combat missions in extreme conditions and to develop the main directions for improving the organization of providing psychological assistance to such families in Ukraine. PATIENTS AND METHODS: Materials and methods: The research material is the legislation of Ukraine, foreign and domestic experience in providing psychological assistance to families of military personnel, statistical information. In the course of the study, the method of systematization, the comparative method, content analysis, the research of products of activity, concretization, abstraction and generalization of statistical data were applied. CONCLUSION: Conclusions: The study of foreign and current domestic experience in providing psychological assistance to families of military personnel shows that today the need for its integration with such an important area as medical and social work is not fully taken into account. The break in unity between these areas significantly impairs the effectiveness and completeness of the rehabilitation of servicemen, violates the integrity and staged provision of all-round assistance to the families of Ukrainian combatants. Along with this, it should be noted the increasingly significant role that the work of specialists in the field of Civil-Military Cooperation takes, who, among other tasks, in special cases are obliged to organize work with members of the families of military personnel. To design the main directions for improving work with families, we analyzed the ramified structure of state and non-state organizations and institutions, volunteer and research centers, support groups for military personnel, veterans and their family members, which today operate in the United States. Proceeding from this and the realities of solving the problem in Ukraine, the main directions and proposals for the organization of medical, social and psychological assistance to the families of Ukrainian military personnel who performed combat missions in extreme conditions were formulated.

OBJECTIVE: The aim: To determine the dynamics of adaptation resources and the level of psychological safety of the personality in service members of the National Guard of Ukraine who participated in combat operations in the East of Ukraine. PATIENTS AND METHODS: Materials and methods: To determine the peculiarities of military personnel adaptation to the combat activity, the "Adaptability-200" and "Disdaptability-45" methodologies were used. To determine the level of psychological safety of combatants we used "Diagnosis of psychological safety personality" and "Express diagnosis of psychological safety personality" Methodologies. The study was carried out during 2017, with 163 military participating. RESULTS: Results: Being 2-3 weeks in combat conditions, 54% service members revealed high, 32% - average level of adaptability, and in 14% of them signs of non-adaptability were detected. The data of adaptation resources of combatants correlates with the results of diagnostics of psychological safety of personality: in 43% of them high level, 42% - average and 15% - low level of psychological safety were revealed. CONCLUSION: Conclusions: The data obtained in the absolute majority of service members (86%) shows a good adaptability to combat conditions, and allows predicting adequate response to extreme conditions, high probability of preserving of the mental health and disability after the influence of vital factors.

OBJECTIVE: Introduction: The purpose of educational process in higher educational establishments is to train specialist who has fully mastered the professional competencies for performing daily activities and for action in non-standard situations, which can occur during fulfilling obligations. The aim: Compare the formation of professional competence and practical skills as important part of increasing effectiveness of specialists training; check the correspondence with current legal acts, which regulate the first aid training. PATIENTS AND METHODS: Materials and methods: The bibliography method, info-analytic method, the comparative method, and logical method were used in our research. CONCLUSION: Conclusion: Improvement of complex first aid curriculum for professionals of emergency service is determined the increasing of the level of psychological readiness for performing professional duties.

OBJECTIVE: Introduction: Military pharmacy has always been a priority, being widely supported by the state with any social order. Field pharmacy development has always been considered a national safety factor. After creation of the numerous military commands and improvement of medical conditions relating to preserving and restoring the military men health, the importance of development of pharmacy as a science has only been increasing. The object of the study in this article is development of Ukrainian pharmacy as illustrated by the Poltava region example. The aim: The study is research of the pharmacy development and its influence on to the neighbor fields within the Poltava region. PATIENTS AND METHODS: Material and methods: systemic approach, historical and dialectical methods, methods of theoretical and empirical learning. CONCLUSION: Conclusions: The Lubny pharmacy was the basis for the military pharmaceutical service in Ukraine and triggered foundation of private pharmacies in the Poltava region. Also, the Lubny pharmacy had effected on the development of pharmaceutical service and industrial agricultural cultivation of medical plants in Ukraine.

OBJECTIVE: Introduction: The public health system modernization history is based upon the progress in state country administration and administration of healthcare within the sectorwide approach. The WHO European Bureau pays much attention to the National Health Service systems development while implementing their basic policies. The Ukrainian state health service management was founded basing on the regulatory field of the Russian Empire, using the European healthcare promotion experience. Aim: of the article is the analysis of the regulatory field of police and amenity authorities of the Russian Empire and Ukraine within the medical and social service in the 18th-19th centuries. PATIENTS AND METHODS: Materials and methods: The structure of the article corresponds to the problem city and chronology principles, using the following methods and techniques of scientific learning: the systemic, historic, regulatory comparative, logical and structural-functional analysis of the studied medical-legal phenomena. The study sources are the scientific publications, collections of laws and executive orders of the Russian Empire and Ukraine in the 18th-19th centuries. RESULTS: Review: As a result of the performed work it can be determined were the main directions of the police competence in late 18th- early 19th centuries. CONCLUSION: Conclusion: Preserving health, treatment of the ill and injured, management of medical and social service of those in need, holding various preventive activities and supporting safe environment and regulating the safety of food were the main directions of the police competence in late 18th- early 19th centuries.
